Dr. Peter Fleming, P.E. - President
Dr. Fleming is President of Geotechnical Testing & Inspections (GTI) and is responsible for all the technical and administrative aspects of the company. He has over 38 years of professional experience focused in the areas of geotechnical and environmental engineering related projects. Dr. Fleming is a registered professional engineer in twenty six states across the U.S. He has completed several thousand geotechnical studies nationally and internationally involving high-rise structures, dams, lakes, interstate highways, bridges, airports, resorts, marinas, retaining structures, levees, shoring systems, geophysical explorations, synthetic liners, vibration studies, in-situ testing, and liquefaction studies.
He has conducted numerous Pile Integrity Testing and Cross-Hole Sonic Logging for deep foundation. Many of the projects involved evaluation of shallow and deep foundation systems, slope stability analysis, retaining walls, settlement, seepage calculations, and seismic vibration studies.
Dr. Fleming also provided expert testimony on numerous geotechnical and environmental issues. Dr. Fleming is nationally known for his innovative and cost saving solutions to complicated geotechnical problems. Dr. Fleming provided engineering services for the cellular industry including environmental, geotechnical and foundation design services. Dr. Fleming is a member of the Post-Tensioned slab-on-ground committee and has extensive experience with post-tensioned slab foundations. Dr. Fleming's recent Post-Tensioning Institute August 2008 journal publication provides instructional procedures for designing post-tensioned slabs. Dr. Fleming is also Co-Chairman for the American Society of Civil Engineers (ASCE) Standards Committee. He is also a member of the Arizona Board of Technical Registration & Enforcement Advisory Committee. Dr. Fleming is also a member of the Arizona Land Subsidence Group. Dr. Fleming provided geophysical studies for evaluating the extent of visible and invisible fissures on many projects in Arizona.
Dr. Fleming is also responsible for the firm's Environmental Services Division, including training and technical consultation. Dr. Fleming's expertise in these areas have been utilized in soil and groundwater remediation, groundwater modeling and tracking of contaminated migration, environmental site assessments, and underground storage tank evaluations and removal. He has provided review of several thousand Phase I environmental site assessments, Phase II site characterization studies including soil gas surveys and Phase III remediation studies.
He is fully EPA AHERA-certified to direct all asbestos identification, evaluation and abatement activities. He is also an EPA-approved radon mitigator and he is an American Indoor Air Quality Council (AmIAQC) Certified Microbial Consultant. Dr. Fleming is also a Certified Residential Mold Inspector with the Indoor Environmental Standards Organization (IESO). He is also a Certified Instructor for the IESO and conducts mold training classes nationally. Dr. Fleming is also president of the Mold Training Institute (MTI) conducting mold training nationally.
Jennifer M. Clark M.S. - Senior Vice President
Ms. Clark is Senior Vice President with GTI and is responsible for all the NEPA aspects of the company. She also provides senior review of our Phase I Environmental Site Assessments. Ms. Clark has completed several hundred NEPA and Phase I environmental site assessment studies as well as geotechnical subsurface explorations in Arizona, California, New Mexico, and Texas. In addition, Ms. Clark is in charge of GTI's seismic refraction survey operations and our pile integrity testing. Ms. Clark has also been involved with numerous Phase II site characterization studies and Phase III site remediation activities. Ms. Clark is also a Certified Mold Inspector with MTI and has conducted numerous mold surveys and remediation projects. She is also responsible for company marketing activities and client relations.
Hank Belliston, P.E. - Geotechnical Department Manager
Mr. Belliston is the Geotechnical Department Manager for Geotechnical Testing & Inspections (GTI). Mr. Belliston holds a Master’s degree in civil engineering with an emphasis in geotechnical engineering. He has practiced geotechnical engineering in Arizona for over 5 years, and has taken part in numerous Phase I Environmental Site Assessment studies as well as a several Phase II Site Characterization Studies. In addition, Mr. Belliston has completed many geotechnical subsurface explorations in Arizona. He was provided numerous post-tensioned slab designs and forensic studies. Provided special inspection services on geotechnical and materials testing projects. He provided studies and building recommendations on environmental sensitive projects as well as areas of known fissures.
Serban Focseneanu - Construction Materials Manager
Mr. Focseneanu is the Geotechnical Testing & Inspections Department Manager for the Construction Materials Division. Mr. Focseneanu supervises all of the field technicians at GTI. Mr. Focseneanu a project engineer, also has several certifications including; ATTI Field Technician Certification, ATTI Asphalt Technician Certification, ACI Concrete Field Testing Technician Grade I Certification, Nuclear Ground Density Testing Certification, Heavy Equipment and Technology for Construction Certification. and is City of Phoenix Certified. Mr. Focseneanu has also done several geotechnical subsurface explorations throughout the state of Arizona. He provided forensic evaluations for residential and commercial projects.
Shane Fern - Laboratory Department Manager
Mr. Fern is the Geotechnical Testing & Inspections Laboratory Manager. Mr. Fern has several years of experience in laboratory testing of soils, concrete and asphalt. He supervises all laboratory testing for GTI’s Geotechnical Engineering Division as well as the Construction Materials Testing Division. Mr. Fern has several certifications including; ATTI Field Technician Certification, ATTI Asphalt Technician Certification, ATTI Soils/Aggregate Level I Technician Certification, ACI Concrete Field Testing Technician Grade I, ACI Concrete Strength Testing Technician Certification, Nuclear Ground Density Testing Certification. and is City of Phoenix Certified. Mr. Fern has also conducted several geotechnical subsurface explorations throughout the state of Arizona. Mr. Fern has also conducted double ring infiltrometer testing as well as site drainage studies and geotechnical foundation integrity studies. He has also provided special inspection services on numerous geotechnical projects.
Richard Martin - Assistant Laboratory Manager
Mr. Martin is the Assistant Laboratory Manager for Geotechnical Testing & Inspections Mr. Martin works directly with the Laboratory Manager and has several years of experience in laboratory testing of soils, concrete and asphalt. Mr. Martin conducts laboratory testing for GTI’s Geotechnical Engineering Division as well as the Construction Materials Testing Division. Mr. Martin is ATTI Soils/Aggregate Level I Technician, ACI Concrete Strength Testing Technician and Nuclear Ground Density Testing Certified. Mr. Martin has conducted numerous subsurface explorations, and field double ring infiltrometer testing as well as Clegg Impact Testing and drainage inspections.
Pamela Martin - Scheduling Coordinator/Assistant Corporate Administrator
Ms. Martin is the Scheduling Coordinator and Assistant Corporate Administrator for Geotechnical Testing & Inspections. Ms. Martin does all of the scheduling for the field technicians and submits proposals for construction materials testing projects. Ms. Martin also handles all the administrative aspects of the company including Human Resources, invoicing and billing for GTI.
Kevin Gardner - Senior Field Technician
Mr. Gardner is a Senior Field Technician for Geotechnical Testing & Inspections Mr. Gardner has several years of experience in field testing of soils, concrete and asphalt. Mr. Gardner is ATTI Field Technician Certified, ACI Concrete Field Testing Technician, City of Phoenix Certified and Nuclear Ground Density Testing Certified. Mr. Gardner has also conducted several geotechnical subsurface explorations throughout the state of Arizona. He has also conducted special inspection services on many geotechnical projects.
